Who We Are

We are a group of Florida Power & Light Company (FP&L) customers who have come together in response to the mass rollout of digital, wireless smart meters and we are fighting the FP&L extortion fees (non-standard meter fees) recently approved by the Florida Public Service Commission (FPSC) . We feel that Smart Meters violate our rights to health, privacy, and safety. "Smart" meters, cleverly named by industry, are actually network management and communication equipment that establishes a wireless Neighborhood Area Network (NAN) on our homes whose functions go far beyond measuring energy consumption. We believe the customer should have the right to refuse this equipment and be supplied a plain analog meter without punitive fees.

What's Wrong with Smart Meters?

Smart meters are not just meters. They contain additional equipment that do more than just measure energy. They contain two radio transmitter, a computer with storage, switching mode power supply and a remote connect/disconnect switch.

Health - The radio's emit more radio frequency microwave radiation into our environments on a 24/7 basis - they are always on and you can't shut them off. The Switching Mode Power Supply contained within the equipment creates additional voltage transients (commonly known as "dirty electricity") into our homes which can also cause more negative health problems.

Privacy - The old analog meters accumulated total energy usage and were read once a month. The smart meter is taking and recording detailed readings (every 15 minutes) and because it is digital (run by software) that software can be changed at any time. Per the Congressional Research Services Report, February 3, 2012 Smart Meter Data: Privacy and Cybersecurity: " By examining smart meter data, it is possible to identify which appliances a consumer is using and at what times of the day, because each type of appliance generates a unique electric load "signature."26 NIST wrote in 2010 that "research shows that analyzing 15-minute interval aggregate household energy consumption data can by itself pinpoint the use of most major home appliances."

Costs - There are NO NET Cost savings from the smart meter project in FP&L current rate structure. Yes, they laid off all the meter readers but they are incurring many more additional costs (data storage & analysis, data security, communication costs, etc.).

FP&L presented the following project costs to get approval for cost recovery in 2009:

Note that the five year Net O&M (Operational & Maintenance) adds to net cost savings of $13, 483.

Two years later, when applying for ANOTHER rate increase, the Office of Public Counsel asked for an update to the above schedule. Look how those NET SAVINGS for 2013 (test year for current rates) turned into net COSTS.

Note that the 5 year net O&M adds to a net COST of $31,884. Where are the savings that were promised? They are NOT in your bills.

What We Want

We are fighting for the right of refusal. We are asking the FPSC to reverse their Order allowing FP&L to impose fees on those customers choosing to retain their old analog meters. We are also asking the FPSC to conduct hearings to investigate the health, safety and privacy issues. These issues should have been properly investigated and handled PRIOR to the approval of this project in 2010. The FPSC was negligent in its duties to protect the public.

Specifically, we aim to protect the rights of all residents to:

    Wireless safety in our homes and neighborhoods;
    Maintain our right to privacy within our homes;
    Protect our health.
    Protect private property rights.
